Russia flood brings volunteer spirit, and new law

MOSCOW (AP) ? A stooped woman in her 70s dropped off a kettle and about $600 in cash in Moscow, while a thick-necked businessman unloaded an SUV packed with brand new strollers and jumbo packages of diapers.

It was part of a spontaneous wave of charity for flood victims in the town of Krymsk, jumpstarted by social networking sites and through a handful of independent radio and TV stations. It was also part of a growing penchant for independent action that unsettles the powerful.

A week after the unprecedented flood volunteerism emerged, a Kremlin-linked body proposed a bill that regulates charity drives. Critics suspect the move is aimed at keeping a tight leash on popular movements that could snowball into anti-government protest.

In the wake of the massive opposition protests that erupted over the winter, officials are uneasy with signs of newly energetic independent initiatives. Recently passed laws put non-governmental organizations under intimidating scrutiny and impose ruinous fines on participants in unauthorized demonstrations.

While the eagerness of Russians to rise to the flood cause was seen by many as a heartening advance for civil society, it also appeared to be tacit criticism of Russian authorities as untrustworthy and ineffectual.

"The government is terrified of an awakening civil society," Genady Gudkov, an opposition member of parliament, said Monday on Echo Moskvy radio. "Volunteers and mass volunteerism have only just appeared, and there is a genuine fear that this volunteer movement will morph into something else."

The bill, to be taken up by Parliament when the lower house reconvenes in September, does not block volunteer efforts. It concerns itself only with the legal and financial liability incurred by volunteers and the organizations they work with.

But activists are concerned that it will add a laborious layer of paperwork that could bog down quick and effective response to disasters like the one in Krymsk. They complain that the vagueness of the legislation creates an ominous atmosphere of government supervision that could have a chilling effect on Russia's budding volunteer spirit, at the same time as President Vladimir Putin intensifies his squeeze on the opposition.

At least 171 people died in Krymsk and nearby parts of southern Russia when flash floods triggered by extraordinarily heavy rains inundated the area on July 6-7.

Thousands of volunteers traveled to the area some 1,200 kilometers (750 miles) south of Moscow to help dig houses out from mud and aid the estimated 5,000 left homeless. Across the country, activists set up donation points for contributions of food, clothes and money.

In communist times participation at mass rallies and involvement in social groups was mandatory. After the fall of the Soviet Union, many Russians turned inwards, focusing on family and their jobs instead of on the public sphere.

Developers of the legislation say its intent is not to stifle volunteerism, but, in fact, to add clarity to the process.

Darya Miloslavskaya, a member of the Public Chamber and author of the bill, said that it was designed only to establish a more formal relationship between volunteers and the organizations they worked with.

"We have nothing to do with politics. There was no intention of saying that the government is bad and volunteers are good, or vice versa," Miloslavskaya, who had been drafting the legislation since April, told Echo Moskvy.

The Public Chamber is a state oversight body that monitors parliament and drafts legislation. It consists of members appointed by the Kremlin and representatives of public associations.

The bill would require volunteers and the organizers they work with to sign a contract if participants hoped to receive compensation for any expenses incurred.

Particularly in a country where many look suspiciously on government officials and corruption-riddled state institutions, Russian activists worry that the new law will only deter ordinary people from getting involved at all.

"If the first thing that a volunteer does is get in a car and go to look for some children who are lost in the forest, now according to this bill you'll have (the volunteer) talking to some bureaucrats and filling out papers," said Maria Baronova, an opposition activist who was one of the main organizers of the Krymsk relief effort.

"People will stop getting involved, because in general people don't want to be connected with either government officials or with bureaucracy," she said.

The Krymsk relief effort attracted scores of contributors to the collection site in Moscow, where Russians from all walks of life hauled boxes of food and clothes on buses bound for Krymsk.

"It's better to participate in something independent rather than something that belongs to any kind of party, so that no one can make PR out of such a tragedy," said 28-year-old Anastasia Kayumova, a choir teacher who came to the volunteer site in the morning and ended up staying until dark to help.

"Already on that evening (after the flood), I was telling myself that civil society does exist here," said Maria Baronova. "People have to understand that you have to do two things in life: go to work, and defend the place you live, that if you don't do that with your own hands then nothing will change."

In a public discussion Wednesday that brought officials and authors of the bill together with activists, charity organizers insisted that, while some kind of regulation of nascent volunteer movements was necessary in Russia, the law would go too far in giving the government oversight.

"There is a lot that needs elaborating," said Grigory Kuksin, leader of the volunteer programs of Russia's Greenpeace, during the public discussion. "But it doesn't demand a new law that will narrow the definition of volunteerism."

Earnings lift stocks, commodities broadly higher

NEW YORK (Reuters) - Global shares climbed to two-week highs on Thursday as strong corporate earnings offset weak U.S. economic data but concerns about Spain's financial troubles drove the euro broadly lower.

Commodities rallied, with oil prices hitting eight-week highs as Middle East tension stoked supply concern. Corn and soybeans soared to record highs after a worsening U.S. farm-belt drought raised fears about a possible food crisis.

On Wall Street, the S&P 500 index rallied to a fresh 2-1/2-month peak, lifted by a strong full-year outlook from IBM , bullish earnings from eBay and Qualcomm's expectations for a strong December quarter. European equities hit four-month highs also on strong corporate results.

The positive sentiment was tempered, however, by weaker-than-expected readings on U.S. manufacturing, housing and labor markets. Adding to investor concern was a spike in Spain's borrowing costs, which intensified fears Madrid may eventually need a full-blown sovereign bailout.

"It is baked into stock prices that growth is going to be slow for a little while," said Giri Cherukuri, head trader at OakBrook Investments in Lisle, Illinois.

"People are focusing on individual stocks after earnings and trying to figure out (through) outlooks how weak the economy really is," he said.

The Dow Jones industrial average <.dji> ended up 34.66 points, or 0.27 percent, at 12,943.36. The Standard & Poor's 500 Index <.spx> closed up 3.73 points, or 0.27 percent, at 1,376.51. The Nasdaq Composite Index <.ixic> rose 23.30 points, or 0.79 percent, to 2,965.90.

The MSCI world equity index <.miwd00000pus> gained 0.8 percent to 315.11. European shares <.fteu3> rose 1 percent to end at 1,064.47.

French industrial conglomerate Alstom , Biotech company Actelion , home appliances maker Electrolux and AkzoNobel all reported strong results.

The euro fell 0.1 percent to $1.2276. It also hit a record low against the Australian dollar and a 3-1/2-year trough versus sterling.

Ten-year Spanish bond yields rose above the 7 percent line seen as unsustainable after the country paid euro-era record yields for five-year funding as investors remain concerned about its finances and growth prospects.

"The risk is that yields could start rising also in shorter maturities, where Spain is doing most of the funding, and that will basically be game over for Spain," said Gianluca Ziglio, a strategist at UBS.

Germany warned that Spain's financial troubles are far from over and its government should be ultimately responsible for European aid to its banks. Finance Minister Wolfgang Schaeuble said the mere perception of insolvency risk in Spain could cause contagion in the euro zone.

Brent crude gained for a seventh straight day, rising $2.64 to settle at $107.80 a barrel after an earlier high of $108.18, while U.S. oil gained $2.79 to end at $92.66.

Obesity and its associated problems such as diabetes and fatty liver disease are increasingly common global health concerns. A study by Univ. of Iowa researchers shows that a natural substance found in apple peel can partially protect mice from obesity and some of its harmful effects.

The findings suggest that the substance known as ursolic acid reduces obesity and its associated health problems by increasing the amount of muscle and brown fat, two tissues recognized for their calorie-burning properties.

The study, which was published in the journal PLoS ONE, was led by Christopher Adams, UI associate professor of internal medicine and a Faculty Scholar at the Fraternal Order of Eagles Diabetes Research Center at the UI.

?From previous work, we knew that ursolic acid increases muscle mass and strength in healthy mice, which is important because it might suggest a potential therapy for muscle wasting," Adams says. "In this study, we tested ursolic acid in mice on a high-fat diet?a mouse model of obesity and metabolic syndrome. Once again, ursolic acid increased skeletal muscle. Interestingly, it also reduced obesity, pre-diabetes, and fatty liver disease.

"Since muscle is very good at burning calories, the increased muscle in ursolic acid-treated mice may be sufficient to explain how ursolic acid reduces obesity. However, we were surprised to find that ursolic acid also increased brown fat, a fantastic calorie burner. This increase in brown fat may also help protect against obesity."

Until quite recently, researchers believed that only infants had brown fat, which then disappeared during childhood. However, improved imaging techniques have shown that adults retain a very small amount of the substance mostly in the neck and between the shoulder blades. Some studies have linked increased levels of brown fat with lower levels of obesity and healthier levels of blood sugar and blood lipid, leading to the suggestion that brown fat may be helpful in preventing obesity and diabetes.

The UI team, which also included Steven Kunkel, Christopher Elmore, Kale Bongers, Scott Ebert, Daniel Fox, Michael Dyle, and Steven Bullard, studied mice on a high-fat diet over a period of several weeks. Half of the animals also received ursolic acid in their high-fat food.

Interestingly, mice whose diet included ursolic acid actually ate more food than mice not getting the supplement, and there was no difference in activity between the two groups. Despite this, the ursolic acid-treated mice gained less weight and their blood sugar level remained near normal. Ursolic acid-treated mice also failed to develop obesity-related fatty liver disease, a common and currently untreatable condition that affects about one in five American adults.

Further study showed that ursolic acid consumption increased skeletal muscle, increasing the animals? strength and endurance, and also boosted the amount of brown fat. Because both muscle and brown fat burn calories, the researchers investigated energy expenditure in the mice and showed that ursolic acid-fed mice burned more calories than mice that didn't get the supplement.

"Our study suggests that ursolic acid increases skeletal muscle and brown fat leading to increased calorie burning, which in turn protects against diet-induced obesity, pre-diabetes, and fatty liver disease," Adams says. "Brown fat is beneficial and people are trying to figure out ways to increase it. At this point, we don't know how ursolic acid increases brown fat, or if it increases brown fat in healthy mice. And, most importantly, we don't know if ursolic acid will benefit people. Our next step is to determine if ursolic acid can help patients."

Forty-four Miami-Dade Police detectives who drove 90 mph or faster more than 400 times while on and off duty are being disciplined in the widest-ranging result to date of the Sun Sentinel's investigation of police speeding.

The Miami-Dade cops, at the wheels of unmarked vehicles, drove faster on duty than policy permits even in the most serious emergency, said Maj. Nancy Perez, a department spokeswoman. About half of the time, they were speeding off duty.

The officers will receive a "counseling'' acknowledging the violation, and 39 are losing their take-home cars for a month. Most will also have to attend an eight-hour driver safety training course.

"All law enforcement officers must be fully aware of the ethical responsibilities of their position and must strive constantly to live up to the highest possible standards of professional policing,'' James Loftus, director of the countywide department, said in a statement.

The crackdown follows a Sun Sentinel investigative series published in February that found South Florida police officers blatantly violating the laws they're sworn to uphold, driving at excessive speeds often while commuting to and from work.

Using SunPass toll records, the investigation revealed almost 800 cops from a dozen agencies drove 90 to 130 mph at least once over a 13-month period. Many were habitual speeders.

Police conducted their own investigations to verify the newspaper's results. A total of 138 officers have now been punished, including 36 from the city of Miami, 31 Florida Highway Patrol troopers and 27 cops from four departments in Broward -- Plantation, Sunrise, Margate and Davie.

The epidemic of police speeding has infuriated South Florida motorists, who called it a double standard for officers who write tickets yet ignore the law when they're behind the wheel. And until now, cops largely got away with it, racing to and from work in police vehicles, unlikely to be pulled over by one of their own.

The clampdown is being cheered by ordinary drivers, happy to see cops finally held accountable. But public opinion is mixed over whether the punishment is enough.

The most severe discipline has come in Miami, where the police chief has said one or more officers will be fired.

Most of the speeding cops are losing take-home cars for anywhere from a few days to six months. And the consequences for some are as slight as a reprimand ? the equivalent of a slap on the wrist, some South Florida motorists have complained.

Ordinary drivers caught going 90 or 100 mph would likely be fined and face an insurance rate hike and points on their driver's license. Police officers "should be at least subject to the same consequences as every other driver on the road who breaks the law,'' said Mel Pollock, a Boca Raton retiree.

Police brass say the punishment is appropriate.

"Anyone in this country can speed, and you don't lose your job,'' Miami police Chief Manuel Orosa said in an interview this month. "But in police work, if you speed you're open to losing your job.''

Even a reprimand stays on an officer's record and is taken into account for future violations and promotions, said the chief's head of internal affairs, Maj. Jorge Colina.

"It's not as easy as going to court and paying a fine and that's that,'' said Colina, who led his department's speeding investigation. "On the surface, it may not seem like it's a lot, but in fact it is.''

Charles Miller of Davie, a retired Miami-Dade Police captain, called the discipline a necessary first step. Responsible driving needs to be drilled in to officers starting with recruits in the police academies, and supervisors must keep constant watch to stop unnecessary speeding, he said.

"The bottom line is that those same officers who would stop you and I for speeding have no business violating the same traffic laws that they enforce on a daily basis, yet they do it far too frequently,'' Miller said. "For far too long, this has been a significant problem and the results in terms of injuries, deaths, lawsuits and ruined careers are staggering.''

Doug Spence, manager of a Pompano Beach electrical contractor, said he believes the message is finally sinking in: "Hey guys, you're not above the law.''

Spence said he has frequently witnessed police speeding on his weekly travels between Central and South Florida.

"I see it all the time ? an out of area police officer just flying down the road,'' he said. "You know he's not going to a call.''

But Spence and some other drivers believe there's been a perceptible change in behavior since the crackdown on speeding, and not just among police.

"I have noticed a great improvement on the roads,'' said Jean Feuillet, a Fort Lauderdale real estate agent. "Now that cops are driving at or around the speed limit, drivers are slowing down a bit.''
